Winds of Change in Morro Bay

When Lexi Addison heard about the growing frustration among commercial fishers regarding an offshore wind development in Morro Bay, California, USA, she decided to learn more. She’s produced Winds of Change - a documentary highlighting the fisher’s perspectives.


I graduated with a Bachelor of Science in Environmental Studies from Santa Clara University and will soon be graduating with a Master of Coastal Environmental Management from Duke University. I have always had a passion for the ocean, its marine life, and the people who rely on its resources.

I have no background in filmmaking or photography, but I have always enjoyed having a camera in hand. This documentary was produced with little-to-no understanding of filmmaking. I taught myself how to utilize the camera gear and learned out in the field.

After connecting with a local from Morro Bay, I learned about the offshore wind conflict and the growing frustration among commercial fishers. I went into Morro Bay with a single contact, and was concerned about the lack of trust that existed between the fishing community and outsiders. Even though I was aware of the potential for project failure, I decided to move forward. During my time there, I built amazing relationships with the fishers of Morro Bay and was welcomed into their community.

Documentary Summary

The offshore wind industry is expected to grow in coming years, sourcing a global market for renewable energy. The waters off Morro Bay have been sanctioned by The Bureau of Ocean Energy Management (BOEM) as a viable site for offshore wind development, considering our town’s existing electrical transmission capabilities. The introduction of an offshore wind farm would have devastating effects on Morro Bay due to our town’s historic reliance on the fishing industry. This project has the potential to displace fishermen and cause widespread economic harm to our community. My documentary, Winds of Change, explores the complexities of this case, while giving underrepresented fishermen a voice in the matter.
